What? Someone managed to trick a village chief into telling people that government personnel were looking for people with tattoos of dragons on their faces? And two dudes fell for it? And this is the third time this has happened? And people think this weirdo has some kind of strange magical powers? Was he the same guy who convinced several women to let him tattoo them with a home-made gun?
